No,. . the ADSL filter separates out the DSL 'frequencies' for a DSL 
connection - both voice and DSL signals share the same wire pair with ADSL. 
A modem is an analog signal using the 'voice' frequencies, and will connect 
with no problem. Of course, the 'quality' of the connection will not be as 
good as having no ADSL filters.

BTW - Sharing the same pair with ADSL and voice is a BIG disadvantage for 
ADSL (and a major advantage for SDSL - unfortunately, it also adds 
significantly to the price for another wire pair).
