Try to find the correct path to rhn_register.  On R Hat 7.3 it is in 
/usr/sbin/rhn_register.  try locate rhn_register.  For example:

[root@localhost rh8]# locate rhn_register

/etc/sysconfig/rhn/rhn_register.rpmnew
/etc/X11/applnk/System/rhn_register.desktop
/etc/X11/sysconfig/rhn_register.desktop
/etc/pam.d/rhn_register
/etc/security/console.apps/rhn_register
/usr/bin/rhn_register
/usr/lib/desktop-links/rhn_register-install.sh
/usr/sbin/rhn_register
/usr/share/locale/cs/LC_MESSAGES/rhn_register.mo
/usr/share/locale/da/LC_MESSAGES/rhn_register.mo
/usr/share/locale/de/LC_MESSAGES/rhn_register.mo
/usr/share/locale/es/LC_MESSAGES/rhn_register.mo
/usr/share/locale/fr/LC_MESSAGES/rhn_register.mo
/usr/share/locale/it/LC_MESSAGES/rhn_register.mo
/usr/share/locale/ja/LC_MESSAGES/rhn_register.mo

Make sure the rhn_register RPM is installed.  For example, on my RH 7.3 
system, rpm -qa|grep rhn yields the following:


[root@localhost root]# rpm -qa | grep rhn
rhn_register-2.8.27-1.7.3
rhn-applet-1.0.6-11
rhn_register-gnome-2.8.27-1.7.3

If for some reason it is not installed install it.
