Strawberry Perl, Windows7, Powershell and weird data

Ok, ignore for a moment the fact that I am using Perl to write a bunch of Powershell commands to a file ...

I'm just curious, I seldom use Windows & Perl, why does it add CRLF to each character of my data?  [See attached screenshot].  It does it whether I use Powershell or CMD.exe.
