While that may be true in Illinois, that is not true in other states.   
For example, our current Secretary of State, Condoleezza Rice,  
"enrolled at the University of Denver at the age of 15, graduating at  
19 with a bachelor's degree in political science (cum laude)."

If you really wanted to, you can take college-level courses.  Talk to  
your high-school guidance counselor.  Some steps may involved taking  
the GEDs.  But it can be done.  You may also consider taking the AP  
computer science course/exam:

or even teaching it at your high school.
