Currently, true. But I have run the 0.6.0 release in the past. See
the section "Installing coLinux 0.6.0 on Windows 2000" towards the
bottom of the page:

Here's the top of the README from the 20040429 snapshot:

IMHO, coLinux can be a useful tool. Although it does have its flaws,
it allows me to run and test Linux and Linux applications on a Windows
machine, while Windows is running.
