You may want to check out some of the online ruleset builders, or check 
out Shorewall. I find it's much easier to understand quickly what's 
going on with the Shorewall config files than following some 
chain/builder script. And the Shorewall docs are excellent at explaining 
what all is going on. And you can save it as a static script if you want.

Also, PC Experience here in town are the primaries on the pcxfirewall 
GUI firewall project on SourceForge. Check it out.
