That's right. By *requesting* an IP address on their network, and them
*granting* you one, and by *allowing* your packets to flow through their
network, you are *unauthorized* to use their computing systems (at least that's
what they'll say *after the fact*, and subject to 5years and/or 10K fine *per 
packet*. They consider each packet you weren't "authorized" to send over their 
networks as a separate "offense". And, heaven forbid you should issue a strange 
URL in an HTTP *request*, and their server not only *fails* to respond with a 
"403 Unauthorized Access", but wreaks other havoc with their systems, you are 
also liable - *per request*.

Just ask Kevin Mitnick or Randal Schwartz. Or Kenny Lay or Bernie Ebbers.
