If you are running with shadow passwords, it could get ugly.  Also,
stuff like su and ping won't work.  Users won't be able to mount
filesystems marked "user" in fstab.  If /usr is on /, none of the
following will work:

    at chage chfn chsh crontab newgrp passwd rcp rlogin rsh traceroute

Also, users won't be able to send by calling sendmail directly.
