This file is correct as far as the gateway address and gateway dev.  I had
to put the gateway dev in with a text editor.

I tried the ping -I eth0 luci.org and nothing happened.  I tried this in a
dos window and it didn't do anything either.

I had it working on the net and then installed the second NIC to connect to
my other computer.
