You are going to need to do this:
route add -net 63.82.232.0 netmask 255.255.255.0 eth0
route add default gw 63.83.232.9 eth0
That should allow you to properly add your default gateway.
Although, it is odd that you are specifing your broadcast to be .191
when you are setting your netmask to the /24 address. Your broadcast
should also be 63.92.235.255. Are you getting a whole class C routed to
you on this ADSL connection? If not, how many IP addresses are you
getting?
