Radius Authentication of Ethernet Connections

I was wondering if anyone knew of any software out there that does this
sort of thing.  I found one, but they want about $10,000 / Class C of IP
addresses.  That flat out sux.  I basically want two things.  Radius-based
authentication for ethernet connections, and bandwidth shaping based on IP
#.  Any pointers would be greatly appreciated.
