New Hard Drive

Hey guys..

What the best way to install a new hard drive??

Say I have on partition currently on a 3 GB drive & I want to make 2 new
partitions on the new drive...

One for /home & the other for /usr ...

What's the best way of transferring the data from the old drive to the
new & still keeping the permissions??

I have heard of using the tar command to do it, but I could never get it
to work..

Anybody have any suggestions??
