Optimize as Router

I compiled my kernel with the "optimize as router" option (it's running IP
masq)... it seems to be dl'ding a little faster (like 1.4k instead of 1.1k
on the same site before and after)... so, I guess maybe it *does* have some
difference... on the other side, my machine seems like it has a load on it
even when it doesn't...  guess it is definitely a trade off
