Two possibilities come to mind. The cartridge is defective, or the printer cannot read the true level, or the toner has settled. Try giving it a good shake.

Changing HP Laserjet toner cartridges is usually a no-brainer. I pulled
out the cellophane tape strip (sealing the toner compartment prior to
use) and popped it into the printer. When I close the door, the printer
runs thru its self-tests and says there are less than 100 pages left on
the toner cartridge -- EMPTY!!
This is my first cartridge change with this particular printer, and I'm
wondering what simple thing I might not have done that it needs before
accepting & using the new cartridge.
