Glade gives you a "drag and drop" widget set:
http://glade.gnome.org/
and integrates into Anjuta.
IMHO that's nice because GTK tends to live on both gnome and KDE.
while QT is pretty KDE centric.
But if you just care about KDE, QT might be the way to go.
