I think it already does. Try setting a .html file as your background.

will gnome ever support having a HTML'd or flash enabled desktop, ie 
backgrounds?  i can think of some good applications for it, like 
bookmarks or address's that open on click.  folders etc.  i think flash 
would be really cool.
