I am not sure which voip you are referring
to . If you are referring to internal voip ( not via internet), then there
are mechanisms to enable e911,
which we are currently using.

As long as you have a cell phone that is hooked up
with enhanced 911
calling you should be OK. The big drawback right now with the Voip stuff
(lawsuit type drawbacks) is the total inability of the service to use
any type of 911 calling. This is a problem caused by both ends, but the
LEC isn't going to give away something that they have spent considerable
time and money on, to a competitor.
So basically, if you have some way of calling 911,
skype is supposed to
be good.
Just my opinion. Your mileage may vary.
