Preferences for network & wiring diagram tools?

Need to create some wiring diagrams for next week, .. can anyone recommend 
a drawing tool that has:

1) Good symbol libraries (i.e. servers, routers, workstations, connectors)

2) Rubber-banding (i.e. once you connect a line to a symbol, you can move 
the symbol and the line moves with it)

3) Drawing formats (i.e. A size outline, callout blocks, etc.)
