There is a "development" directory under Fedora Extras with an Apt built 
against Fedora Development (which FC4 Test 1 was just a week ago).

I'm sure Fedora Extras will focus on Fedora Core 4 once its release gets 
closer.
Until then, "Development" is what you should tap for FC4 Test 1.
