Yes.  You can have FTP access without shell access.  In fact, you can 
easily maintain cgi/html files without using a shell by using FTP or 
WebDAV.  And you can maintain your files and the DB with a secure web 
interface, e.g. webmin.

But I don't blame you for wanting shell access.
