OT: Video/DVD editing software

Do any of you have experience with software (Windows software) for video & 
Picture CD creation?  I have a neighbor that wants to create videos w/ 
audio commentary archiving family photos onto DVD, but I'm not sure what 
would be a good package for him.

It needs to be user-friendly, and doesn't have to be free.
