In short, you have everything you need. The userland ppp software takes care of dialing the ISP and negotiating with it on *BSD. The file /etc/ppp/ppp.conf configures BSD ppp. See ppp(8) and www.freebsd.org/handbook/ for more information. (Note that while the FreeBSD handbook is intended for usage on FreeBSD, much of it, including the ppp section applies to NetBSD. For any kernel-specific parts, see: http://www.netbsd.org/guide/en/ which is the official html NetBSD documentation. (There is a tcp/ip section which covers kernel configuration. You'll need to make sure that pseudo-device ppp is in your kernel config. (I believe it is in the default kernel.)))
The default config should provide some insight. (READ: I found it to be pretty readable myself.)

--The single largest problem Linux has is PF. PF works on FreeBSD, OpenBSD, and NetBSD but not Linux. This is directly related to the iptables interface to Netfilter sucking with the utmost efficiency.
