If you need to take the backups offsite, .. it can be useful; for dynamic
machine backups, rsync is a lot more flexible and completely automatic. We
do syncs normally ever 15 minutes to an archive machine.

No way - not worth the trouble. You should never be rebooting a server
anyway.
