	Which makes sense, from an advertising standpoint.  It's more
attractive to a customer if you advertise "500 anytime minutes, unlimited
night and weekend minutes, etc., blah, blah, blah" at 39.99/mo (not
including taxes and USF fees) than at 45.63/mo.
