You can check out RT. It's a Request Tracker package.
You can pretend a "request" is an "order". And track "states" of the messages.
It uses Perl, mod_perl, Mason, and Mysql or Postgres or Oracle.

Very nice, easily configured, has user roles and privileges, and allows
customizable business rules, presentation templates, etc.. If all you're
interested in is workflow tracking of your fulfillment process, then
this may be what you need.

Then again, once you say "create purchase orders", you are probably talking
about integrating this into your A/R and Inventory systems, dealing with
quotes (not-yet orders), backorders, split-ships, quantity discounts, customer 
discounts, commissions, sales tax, shipping costs, etc. Which is why
these systems are often very tightly integrated with an accounting package.
A P/O system or module usually sits on top of existing G/L, A/R, and I/N
modules.

I'll be giving a tutorial on RT at an upcoming SLUUG meeting.
Or maybe some LUG presentation.
