In konqueror, go to Settings/Configure Konqueror...  Click on
"Konqueror Browser" in the left pane, then hit the "JavaScript" tab on
the right.  At the bottom, there is a set of radio buttons for
"JavaScript web popups policy".  Set it appropriately.  (I use "Ask".)
