It should work just fine without the config file.

I can think of two things to try:

    1) Install the latest point release and see if it just magically
       works then.

       ftp://ftp.idsoftware.com/idstuff/quake3/win32/q3pointrelease_132.exe

       The linux version is here, btw:

       ftp://ftp.idsoftware.com/idstuff/quake3/linux/linuxq3apoint-1.32.x86.run

       According to www.idsoftware.com, that was released just a
       couple of weeks ago.

    2) Touch the file.
