Microsoft abandons Low-Cost strategy due to Linux

Microsoft is abandoning its strategy of providing the lowest costing products in order to compete better with Linux.  That is so silly.  What software market is Microsoft the lowest cost?  Since when did they even have a low cost strategy?  They have always, as far as I can tell, had a strategy based on using their market share to dominate their competitors.
