couldnt the tests be designed by teachers? its just questions about the
books correct? are they multiple "guess" or how does the student enter the
answer?
i mean i could transcribe question and answer sets into a database if
someone could write them or type them up.
use a central webserver to dish out the questions and keep track of students
scores. have it such that when students reach certain levels then an email
can be sent to the teacher stating that fact. other than obtaining the q/a
sets this sounds like an extremely basic "web service"

Not really. The plan is that the school buys a particular collection of
books for the students to read. These seem to be graded on level and
idfficulty with respect to the student's grade level. After reading the
book, the student takes an "Accelerated Reader" test at the computer.
Tests are grades; scores are recorded on the server; points are assigned
based on the book and the student score. After scoring a suitable
number of points, the student receives appropriate rewards. Many
schools think that this program is a very important incentive for
students to read more.
