XML::RSS problem fixed

In case anyone was paying attention at the last meeting, or noticed
that the news boxes had dropped off the web site, I just wanted to let
everyone know that the problem I was having with XML::RSS (really with
XML::Parser) is fixed.  It turns out that there was an apache update
in the RH 7.2 updates that I missed.

Oops.
