Nope, I had it right the first time.

 alpha:~/updates# rpm -Fvh *.rpm
 apache                      ##################################################
 apache-devel                ##################################################

(You get the idea.)

Basically, "U" means to upgrade or install, and "F" means only to
upgrade already installed packages.  Of course, sometimes it is a pain
though since packages often pick up extra dependencies in the updates,
which you then have to resolve manually.  (As an example, the pine
update in the 6.2 updates tree requires openldap, but the original 6.2
pine rpm didn't.)
