sounds like lilo didn't install properly...  I've had this happen myself
and I heard someone else having the problem just the last meeting.  I don't
remember how I ended up fixing the problem (I think I reinstalled -- it was
a long time ago), but you might be able to just reinstall LILO's rpm

On the positive side, it doesn't have to do with any misconfiguration in
/etc/lilo.conf (you can quit racking your brain for now :-)  ) --- it's one
of those "It *should* work"

BTW, (hate to mention this, but...) it can sometimes be related to slightly
incompatible hardware/setup... for instance I knew someone who was trying
to boot of (forgive me if I'm wrong -- can't remember exactly) the second
partition on the 3rd SCSI hard drive, had a slightly incompatible scsi
card, and they were getting that.
