CentOS is probably a closer match to RHEL than Fedora.  Although, I have not used Fedora in quite a while, so I could be wrong.  You do not have to have an RHN account to use RHEL, but you do have to have one to update it.  CentOS provides updates for free, of course.  There are subtle differences, but for the most part, they are the same.  CentOS has removed trademarked references to the RedHat name, such as logos, etc.
